The land is located within part of a larger housing site on the West Lothian Local Plan. With regard to this plan it should be noted that the council considers the site to be a potential residential development area. Furthermore, this plan notes that the northernmost section of the site (currently vegetation) has been earmarked to provide a new school for the larger, surrounding developments. We do however note that LDP encompasses both sections of the subject site and also, other sites surrounding which are in alternative ownership. It is therefore unknow whether consent for the easternmost section would be forthcoming without consideration to the large proposals and ultimately, until such time as planning permission is sought, this will remain unclear. For the avoidance of doubt, our opinions of value in respect of the easternmost section of the site are provided on the assumption that Planning consent is obtained on favourable noncontentious terms in line the masterplan provided to us. Any amendments to this could impact on our opinions of value provided and therefore we reserve the right to reconsider our opinions of value.
· We note from plans provided that the additional land site noted above extends to approx. 21.3 acres and it is proposed that 238 dwellings, a mix of cottage flats, terraced, semi detached and detached houses are sought. The site is contained within the local plan as part of a larger residential scheme including both of the sites under report and further areas in separate ownership. · The additional land is predominantly overgrown at present with vegetation and will require to be cleared prior to any development. The industrial site is predominantly cleared however, further areas are available upon additional clearance. We are also aware that this is brownfield land comprising former shale oil works. Reports should be obtained on ground conditions for the proposed development and the cost of remedial/abnormal works addressed prior to any development. For the avoidance of doubt in arriving at our opinion of value of the land, we have assumed that there are no significant groundworks necessary in this regard
